Sir:-
I am directed by the Marquess of Lansdowne to
transmit to you, to be laid before the Secretary of
State for the Colonies a copy of a despatch from His
Majesty's Special Commissioner at Shanghai enclosing
the text of the new Commercial Treaty with China
which was signed on September 5th last together with
the annexes to the Treaty.
I am to enquire whether Mr. Secretary Chamber-
lain has any observations to offer on the provision
in the Treaty the term for the ratification of which
will expire on the 5th of September next.
